Is a common project dinamyzed by UMIC (Unidade de Missão Inovação e Conhecimento) and by MCES (Ministério da Ciência e do Ensino Superior), being the FCCN (Fundação para a Computação Científica Nacional) the responsable entity by the operational part, technical and financial.
It groups some of the principal international publishers of scientific journals in order to give online access to a big set of scientific articles.
